Backgroundand Organizational Context
UNDP operates in a world of poly crisis where there has been a steep increase in sudden onset crises over the past few years, across all regions. Addressing the multiplicity of challenges will require a stronger emphasis on development investments from Day One of sudden onset crises, enabling countries to do more in the early days, recover faster and avoid the risk of long-term dependence on humanitarian assistance. To this end, the Crisis Bureau (CB) and the Bureau for Policy and Programme Support (BPPS) have developed Early Recovery Packages (ERPs) to support COs in Crisis Programming and implementation. The implementation of the ERP will ensure that critical programmatic interventions are delivered to crisis-affected populations to support the roll out of these ERPs, CB in collaboration with the Bureau for Management Services have also developed operations and programmatic special measures that will accelerate the delivery UNDP’s crisis programming. To fulfil this mandate of responding quickly and effectively, UNDP is committed to investing in developing reliable capacities that can be rapidly deployed to COs.
Under the General Assembly resolution 33/147 of 20 December 1978 entitled “Assistance to the Palestinian people”, UNDP has the mandate to implement projects that contribute to the improvement of the social economic conditions of the Palestinian people.
Aligned with the Palestinian national development priorities and the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2022 – 2025/ 2026 – 2027 extension, the UNDP/PAPP Palestinian Programmatic Framework (PPF) sets out a vision of “a world in which all Palestinians can enjoy a dignified life and fulfil their own vision of a unified, peaceful and free society”. UNDP/PAPP’s vision and programmatic priorities are centered around the concept of Transformative Resilience which moves beyond the narrative of sumud (steadfastness) in the face of the occupation and defines three key elements: a cohesive Palestinian identity, self-reliance, and ownership and leadership. With this vision in mind, UNDP/PAPP strives to contribute to the impact level change of Transformative Resilience of the Palestinian people: “strengthened socio-economic resilience of the Palestinian people, including greater self-reliance, enhanced ownership and leadership, and cohesive identity.
UNDP/PAPP’s three key programmatic priorities are: i) Improved democratic governance based on the principles of human rights and rule of law, with equitable access to justice and quality public and basic services; ii) Improved equitable access to economic opportunities, including decent jobs and sustainable livelihoods; iii) Improved climate-resilient management of and equitable access to natural resources, including renewable energy.
Furthermore, and against the backdrop of the war and humanitarian crisis in the Gaza Strip, UNDP/PAPP has developed an integrated emergency response and early recovery programme to address the urgent needs of the Palestinian people. Since October 2023, UNDP/PAPP has been working closely with UN, NGO, local and national partners to provide immediate support the affected population primarily in Gaza across three priorities: 1) critical services and infrastructure, including access to clean water, solid waste management, dignified transitional shelter, and debris removal; 2) emergency employment and support to micro, small and medium enterprises (MSMEs); and 3) support to civil society organisations (CSOs) for multi-sectoral community services and social cohesion.
In this context, UNDP/PAPP is seeking an Early Recovery and Stabilization Coordinator at national level to support inter-agency coordination in close partnership with the relevant designated teams of the Palestinian Authorities.
The Early Recovery and Stabilization Coordinator will lead and facilitate UNDP’s engagement in the inter-agency coordination of early recovery and stabilization efforts, ensuring a seamless transition from humanitarian response to sustainable development. The role involves engaging with national authorities, humanitarian actors, and development partners to align UNDP’s strategies, address gaps, and promote resilience-building interventions. By integrating early recovery and stabilization principles into programming frameworks, the Coordinator will enhance the effectiveness of interventions, ensuring that crisis-affected populations receive timely support while laying the foundation for long-term recovery and development.
Position Purpose
Under the guidance of the Special Representative of the Administrator and the direct supervision of the Deputy Special Representative, The Early Recovery and Stabilization Coordinator coordinates UNDPs engagement in Early Recovery (ER) coordination structures at the country level to strengthen and streamline early recovery efforts within humanitarian contexts while also supporting and providing strategic guidance and oversight to UNDP/PAPP’s early recovery and stabilization programming across the oPt. S/he leads efforts to bridge immediate humanitarian responses with long-term recovery and development. This position ensures that early recovery and stabilization principles are integrated into humanitarian actions, fostering resilience and sustainable development in crisis-affected communities. S/he will work closely with the Assistant Special Representative and Head of Programme in Gaza as well as overall programme and information management capacities in PAPP.
Key Duties and Accountabilities
1. Ensure coordination and leadership:
- Establish and maintain effective coordination mechanisms among various stakeholders, including Palestinian Authorities, international organizations, and civil society.
- Represent UNDP in regular interagency coordination meetings (including relevant national authorities) to promote information sharing and collaborative planning.
- Represent the Early Recovery and Sstabilization partners in inter-agency coordination forums, ensuring alignment with broader humanitarian efforts.
- Support service delivery by ensuring timely, consistent, and effective coordination of interventions to address the needs of the affected population within the frameworks of humanitarian response plans, flash appeals and the United Nations Sustainable Development Cooperation Framework (UNSDCF), ensure complementarity and prevent overlap and duplication, as well as assess and prioritize countrywide gaps.
- Standardize response approaches across UNDPs programmatic areas and ensure preparedness and complementarity between different programs
2. Ensure strategic planning and implementation
- Lead the development of early recovery and stabilization strategies and action plans that address immediate needs while laying out the foundation for long-term development.
- Coordinate needs and damage assessments and analyses to inform evidence-based planning and prioritization.
- Ensure that early recovery and stabilization initiatives are integrated into overall country strategies, such as the Humanitarian Need Response Plan (HNRP) and the UN Sustainable Development Cooperation Framework (UNSDCF).
- Inform the HCT/UNCT’s strategic decision-making by preparing needs assessments and analysis of gaps, identifying and finding solutions for (emerging) gaps, obstacles, duplication, and cross-cutting issues, and formulating priorities based on analysis.
- Provide input and guidance to the design of HCT/UN strategic plans as appropriate; plan and develop strategies by developing working group plans, objectives, and indicators that directly support the realization of the response’s strategic priorities.
- Provide input and guidance to the design of UNDP/PAPP strategic planning processes, frameworks and programme offers as well as support its implementation including by providing technical quality assurance.
3. Provide guidance on capacity building and preparedness
- Identify capacity gaps among stakeholders and facilitate targeted training and support.
- Promote the use of participatory and community-based approaches in planning and implementation.
- Lead contingency planning and emergency preparedness efforts within UNDP.
- Contingency planning, preparedness, and national capacity building where needed and where capacity exists within the working group.
4. Facilitate advocacy and Resource Mobilization:
- Advocate for the integration of cross-cutting issues such as gender, environment, and human rights into early recovery efforts.
- Develop resource mobilization strategies to support UNDPs early recovery and stabilization initiatives, including contributions to appeals and funding proposals.
- Engage with donors, government counterparts, and other stakeholders to secure support for early recovery programs.
- Advocate to address identified concerns on behalf of the early recovery partners and the affected population.
5. Ensure monitoring, evaluation, and reporting
- Establish mechanisms for monitoring and evaluating the impact of early recovery and stabilisation interventions, with a particular coordination and oversight responsibility for the Response, Recovery Resilience and Institution-building (RRR-I) portfolio funded by Norway.
- Facilitate regular reporting and information sharing within the working group and with external partners.
- Adjust strategies and programs based on feedback and evolving needs to ensure effective responses.
- Facilitate joint planning and lead the development process of the working group chapter of Humanitarian Needs Overview (HNO), HNRP and UNSDCF, Periodic Monitoring Reports (PMR), Humanitarian Funds (CBPF), and any appeals and interventions by coordinating and preparing inputs incorporating a resilience focus.
- Monitor and report on the working group strategy and results; measure progress against the working group strategy and agreed results and recommend corrective actions where necessary.
6. Contribute to the mainstreaming of Gender Equality and Social Inclusion (GESI) throughout early recovery and stabilization interventions
- Support the mainstreaming of GESI in all result areas. Ensure targeted interventions are planned and implemented, considering the best international practices.
- Provide strategic guidance to team members to establish a system for collecting gender and social inclusion related disaggregated data, impact stories and results that benefit males, females, persons with disabilities, gender and sexual minorities, other marginalized, vulnerable groups.
- Support in creating a safe working environment by developing respectful and safe organizational culture and supporting practices.
- Strictly Comply with the policies, strategies, code of conduct, guidelines on Prevention of Sexual Exploitation and Abuse (PSEA).
- Strict compliance with the UNDP applicable rules, regulations and policies related to ethics and integrity.

Requirements
Education
- Advanced university degree (Master’s or equivalent) in political science, international relations, development studies, or a related field. OR
- A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience, Knowledge, and Skills
- Minimum of 7 years with MA or 9 years of progressively responsible relevant experience in international development, humanitarian assistance, or early recovery, stabilization and coordination skills are required.
- Experience in inter-agency coordination, needs assessment, policy development, strategy formulation, program planning, and monitoring in crisis or post-crisis settings required.
- Knowledge of gender mainstreaming in all the working group activities analysis and products is highly desirable.
- Experience working within the UN system or similar development organizations, preferably in an operational UN CLA Agency or with OCHA desirable.
- Experience in humanitarian response and recovery operations (complex emergencies and/or natural disasters) is desirable.
- Fluency in written and spoken English is required.
- Knowledge of the Arabic language is an asset.
